 The department of Health is proposing to increase the respiratory care licensure fees again. The DOH is proposing to increase the renewal fee from $110 to $305, a 177% increase!! The Respiratory Care Society of Washington opposes these fee increases and representatives will attend to public hearing to voice opposition. We reasons we oppose this are:

(1) during these hard economic times this places an undue burden on our professionals (2) the DOH has been unresponsive to our professions needs and should not be rewarded by taking more money from us. We have taken the same issues to the DOH for the last five years and have constantly been met with bureaucratic resistance. If they want more money from us they should give us better service. (3) The amount they have proposed would increase their revenue (from us) to double their expected expenses (from managing us).

State statutes require the cost of each profession to be shared equally by the members of that profession through license fees and that each profession is self-supporting. Fees are raised in response to anticipated revenue and expenditures.   The respiratory care program is spending more than the revenue it receives and currently has a negative fund balance of $44,000.  The negative balance will continue to grow unless fees are increased.

The department initially proposed a significant increase, changing the renewal amount for an existing license from $110 every two years to $305 every two years.  That increase would allow the program to be fully funded by the end of the 2011-13 biennium - based on current projections. 

We re-analyzed the cost and revenue projections for the respiratory profession because the proposed increase was so high.  We wanted to determine if anything had changed since the projections were completed before the 2010 legislative session.  The projections originally achieved a positive balance within one biennium. The department has decided to extend this schedule over three biennia. This will reduce the amount of the fee increases to $165 for renewals and $210 for new applications

 

HB 2989 has been placed on hold most likely held until next year's session. This bill allows Respiratory Care Practitioners to take orders from Nurse Practitioners and Physician Assistants in our state.    CLICK HERE FOR MORE RELATED INFORMATION
