NEW POSTING MAY 7th, 2003 RESPIRATORY CARE PRACTITIONERS – CONTINUING EDUCATION STATE OF WASHINGTON RULES
Purpose: To ensure the highest quality of professional work. Activities should address existing concepts regarding the advances in respiratory care as applied to the work setting. The goal is to keep the professional RCP abreast of current developments in a rapidly changing field.
Requirement: ALL Respiratory Care Practitioners licensed to practice in the State of Washington must accomplish 30 hours of continuing respiratory care education every two years. This accountability will be due upon renewal of state license after October 24, 2003. 1. 10 hours MUST be formal AARC-approved Category 1 credit. AARC requires a “60 minute“ hour. Usually, as a participant, you will receive an official certificate for your records. As an AARC member, your Category 1 credits will also be filed on-line for you to access. 2. 20 hours may be obtained by accomplishing any of the following acceptable activities as approved by the Secretary of the Department of Health: Each activity = “50 minute” hour, a. Additional courses/in-services approved by AARC – all 30 hours may be Cat. 1. But only 20 hours can be Category 2. b. Courses in respiratory care approved by the AMA, ANA, and American Osteopathic Assoc. c. Initial/renewal courses in ACLS, PALS, and Neonatal Resuscitation Programs d. Courses in respiratory care at any accredited college. e. Self-study courses in respiratory care. f. Passing the NBRC self-assessment competency examination with a minimum score of 75%. This will count as 3 hours. g. Educational offerings in respiratory care that include learning objectives provided by hospitals or health organizations. h. Educational offerings in RT that include learning objectives, where the licensee serves as the instructor subject to the limitation described below – see limitations. Documentation: You are responsible for acquiring and maintaining all acceptable documentation. This shall include: transcripts, letters from course instructors, certificates provided by hospitals, course instructors, and health organizations. Other than transcripts, the documentation must show: - Participant’s name - Activity title - Number of Continuing Education Credit hours - Date(s) of activity - Instructor’s name(s) and degree - Signature of the verifying individual program sponsor Limitation: If you prepare and present lectures or educational courses that contribute to the professional competence of a licensed RCP, you may accumulate the same number of hours obtained for CE purposes as your attendees. The hours for presenting a specific topic lecture or educational event may only be used for CE credit once during each renewal period.
Records and Audits: The accumulation of CE credits officially began October 24, 2001. Any licensed RCP who renews on or after October 24, 2003 will have an affidavit to sign on the back of their license renewal form stating the number of Continuing Education Hours they have accomplished. Approximately 10% of the licensed RCP’s in the State of Washington will be audited. After renewing your license after October 24, 2003, you may receive a letter from the State of Washington asking you to provide copies of your CE documentation. “…licensed respiratory care practitioners are required to keep records for four years documenting attendance description of learning”.
This program was officially implemented on October 24, 2001. Two entire years must transpire before the State of Washington will begin to audit RCP’s for compliance. The auditing will not begin until October 24, 2003. Examples: If you renew on your birthday in July 2003, you will not be required to sign an affidavit until July 2005. At your renewal in July 2005, ALL CRCE Credit that you have accumulated since October 23, 2001 will be acceptable. In July 2005, you will begin again to accrue 30 more hours of continuing education credit. There is no carry-over. If you renew on your birthday in November 2003, you will be required to sign an affidavit, stating the number of CRCE hours you have acquired since October 2001. In November 2003, you will begin again to accrue 30 more hours of continuing education credit. There is no carry-over.

The Department of Health, Respiratory Care Practitioners program has received several inquiries regarding continuing education reporting requirements for respiratory care practitioners. The intent of this memorandum is to provide clarification of the reporting requirements. RCP’s may begin accruing continuing education credit hours as early as October 24, 2001. Beginning October 25, 2003, the Department of Health will start asking the licensee, (on the licensee renewal notice), to report completion of those hours. From there forward, RCP’s are required 30 continuing education credit hours every two years by their birthday (license expiration date). 1: (current
renewal) Ms.
Smith’s license is due to expire August 24, 2002. DOH
mails the renewal notice to Ms. Smith (45 days) prior to the expiration date. Ms.
Smith submits the following information to DOH:
The
renewal notice will state “Continuing Education Not Required”.
This is correct. (next
renewal) Ms.
Smith’s renewal will be processed and show an expiration date of August
24, 2004. When Ms. Smith receives
her renewal notice in July 2004, she will then submit the following information
to DOH:
The
renewal notice will state “Continuing Education Required”.
This is correct, as beginning October 25, 2003, DOH will start asking the
licensee, (on the licensee renewal notice), to report completion of those hours. From
there forward, Ms. Smith is required 30 continuing education credit hours every
two years by her birthday (license expiration date). Example
2: (current
renewal) Mr.
Wilson’s license is due to expire May 5, 2003. DOH
mails the renewal notice to Mr. Wilson (45 days) prior to the expiration date. Mr.
Wilson submits the following information to DOH:

Wilson’s renewal will be processed and show an expiration date of May
5, 2005. When Mr. Wilson receives
his renewal notice in April 2005, he will then submit the following information

licensee, (on the licensee renewal notice), to report completion of those hours. From
there forward, Mr. Wilson is required 30 continuing education credit hours every
